Price changed whilst offer made

Can a seller change or update the buy it now price whilst an offer was made on an item? Before the offer the buy it now price was £4.39 and now its £7.49. Thats a huge price rise!

It feels like to me that the seller priced the item low to entice buyers and then hikes the price when buyers show interest in the item.
