I am not sure what this can mean! If Trump imposes a tariff [of say 50%] perhaps this means that eBay adds that to the selling price if you sell to US.
Does that mean that for private sellers the "Protection fee" would be increased as well?
I certainly would not now sell to anywhere foreign.

There's already a growing resentment for US Companies in the country - ebay, & Amazon for example - where ' Buy British' is being promoted. Yes there are a majority (well maybe anyways) of UK Sellers on the platform, but the parent is US based, with profits heading in that direction.
Whilst an impact of this is not known, it difficult to imagine it being a positive one for Sellers of all breeds.
