My Payouts are blocked while selling is going on and I am losing my goods and money and unable repay the loan I took to improve my business.

No one here can tell you why your payouts are blocked. Have you not received any message from eBay? Look to your emails, in Spam and your eBay messages to see if there's any message there.

Access to your account is needed and for this you'll need to contact eBay Customer Services, you need to keep trying CS, as you can receive no answer from one agent, but another will tell you why the delay for your payouts

Would it have anything to do with the items you are selling? Perhaps some documentation/ permission is needed to sell some of those health products?

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays

9 a.m. - 6 p.m. on weekends.

Automated agents will be available on chat outside of the above hours.

I do recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

It looks like your account is currently under review, which is a normal process all sellers have to go through at some stage. This review would take around 2 business days, and once it is completed, your payouts will resume. There is a banner in your account letting you know about this and what to expect, if you go to your payments section, you will see it right there in case you'd like to take a further look.
