eBay procedure for reinstating feedback

Hello - I understand a description cannot be changed by seller after you buy. However, that is not true and it enabled me to be defrauded. I ordered 4Pcs x4 and got 1Pcs x4 which he changed on item description. My receipt proves the order:

Description: 4Pcs 3X AA to D size battery adapter box converter holder switcher case box RT ,  

eBay removed my feedback warning of this. Why do so and can it be reinstated?

What you say is impossible.

The listing may have been changed but that would be for future sales, the listing showing in your purchases cannot be changed.

Feedback once removed cannot be reinstated.

What they supplied was the new description - a 75% shortfall of the order - 12 items less than I paid for.

Please explain why is this not fraud and why will eBay not allow me to give any feedback at all?

Surely eBay have a legal duty to stop such frauds?

Ebay do have such a mechanism. It's called the Money Back Guarantee, and it's on every listing and in various other places across the site. All you have to do is read it, and follow the clear instructions to open a Not As Described case.

You also have the More Actions dropdown beside the transaction on your Purchase History page, the Resolution Centre (link at foot of any page), and the Help pages with their integral search to refer to (links at top and foot of any page).

If your receipt showed that you had bought 4Pcs x4 and only received 1Pcs x4 you should have used eBay's money back guarantee.

If what you received didn't match the description at the time you bought it you would have received a full refund. Any feedback you left would not have been removed, unless it violated eBay's feedback policies e.g. by mentioning a case. Once removed, feedback is never reinstated.

The seller acted fraudulently and I simply informed of the facts about the sellers actions as a warning to others. The seller should not be in business. eBay took that warning down which is clearly aiding and abetting this seller to do the same again.

The seller has not committed fraud, they simply revised an ongoing listing, which is permitted. You are covered by the MBG for the description in place when you purchased, as future buyers will be for the revised listing. You falsely accused the seller and so your feedback was rightfully removed. You misunderstood what happened and its impact on you.
