cancel order and re list at higher price

i won the bid, yesterday. and was discussing with seller on delivery. without informing the seller cancelied the order giving invalid reason. immediately seller re list the item at higher starting bid price. 

is this allowed in eBay?

As you are in Malaysia did the listing offer delivery to your country?

From your post here they did not and sellers cannot be forced to send overseas if it was not originally offered.

Negative Feedback and low stars are all you can do. Don't say to much to avoid removal, just "Unsatisfactory Transaction" is enough.

it's bad practise and the seller will be charged the final value fee

and you can leave negative feedback stating the seller cancelled the sale
