I am afraid that both you and the seller need to learn about how ebay works.

All he had to do was make a Second Chance Offer to you as the underbidder. No one else could possibly have jumped in as it would be exclusively for you.

The other bidder was probably watching the coin and jumped on it quick when he saw it advertised as BIN.

The seller hasn't done anything wrong, his intentions would have been good.

Once the other buyer bought the coin the seller would have paid ebay and Paypal fees on the item.

The seller would not have a valid reason to cancel the sale, and if he had decided to cancel he would have most likely have got a nehative feedback.

"completely wasted 2 to 3 hrs of my time at work," Does your boss know? 🙂

Your seller is a decent person.  He has honoured a legitimate sale on ebay as he is requred to do.

Once someone else bought it he could not do anything else. He certainly would not be allowed under ebay rules to email the legitimate buyer and tell them he was cancelling in order to sell to someone else.
