There is a seller that cancelled an order I placed due to "Dust" on a metal centre punch which then had a price increase of over 400%, I am now constantly been harassed via messages to amend my truthful feedback, Can I block this member or report said member regarding their actions
Unfortunately you could always try but I doubt you will get anywhere even adding them to your Blocked Bidders list as this concerns you sending messages to you.
But you stand by your word and do NOTHING: You told the truth about this w ]-} so you are not in the wrong!
I'm afraid the best thing you can do is just delete all further messages from them without even opening them. They will soon get the message and naff off to annoy someone else!

As you are registered as as seller you can add them to your blocked bidders list, see: https://offer.ebay.co.uk/ws/eBayISAPI.dll?BuyerBlockPreferences
I doubt whether eBay will take any action if you report them. In any case, they removed the option to report inappropriate messages years ago.
Add them to your blocked bidder list.
Then report them to eBay.
