How do I block a potential dodgy buyer from bidding on my items

Add their Ebay ID to your Blocked Bidders List. And tick the box that also stops the blockee from messaging you.

And tighten up your Buyer Requirements while you're there (Account...Site Preferences...Buyer Requirements) to reduce the risk of getting non-payers and other rogue buyers. Pay particular attention to the one that blocks those with 2+ Unpaid Item strikes in 12 months.
