Please don't say "shame on us!" No-one here has any say in eBay's policies, we're only other members like yourself.
Apart from a few specific exceptions, which don't include fox fur, what is allowed or prohibited for sale on eBay largely depends upon whether it's allowed to be imported or sold in the UK.
You need to do your own research here. It isn't entirely clear what the law now says. A recent article in the Guardian suggested that the UK may be moving towards an outright ban following Brexit: https://www.theguardian.com/politics/2020/sep/25/uk-considering-outright-ban-on-fur-sales-after-brex...
This research could be complicated, and it's possible that, as an ordinary member, eBay may take no notice anyway even if you report this. EBay's response to reports is very patchy. At best, all they might do is remove this one listing, they wouldn't do anything about any others.
EBay is however VERY sensitive to bad publicity. My advice would be to forward this truly dreadful listing from China to the animal protection societies. These would carry much more weight if they contact eBay about it themselves or, better still, they might publish to listing - which I'm sure would shame eBay into a proper ban over such items. Good luck!
