Can I leave feedback on a seller who I know is selling fraudulently?

I have been scammed by a seller on Ebay and he is still doing the same scam today!! I've tried to contact Ebay so many times to complain, i've also reported him to the National Fraud Centre and my bank Santander.

A buyer can only be scammed if they allow it to happen.

All the tools are available to recover money under the Money Back Guarantee  if you fail  to take action then you will  lose money.  

The fact that despite thinking you have been scammed you couldn't be bothered to leave any feedback as a warning to others.
