What if: X amount of money was awarded to Mr or Mrs so-and-so. Neither of them needs their bus pass, so can put it towards their specs or dental treatment instead. (eg, neither my Mum or Dad use their bus passes, so it's wasted money, but they could do with help with their dental treatment) If they didn't need it for that, then it could go towards something else. I know, a simplification of a scenario, but you get the gist. Possible?

An unused bus pass costs nothing, how much they cost depends entirely on how much they are actually used.

I meant to add that I have four close neighbours who would qualify for one but all use cars.

A few weeks ago when it was really cold my partner was doing a bit shopping in North Shields,she popped into the indoor shopping centre got herself a coffee and sat down on a bench to enjoy it and warm up a bit,she sat next to a pensioner and got chatting to her and nodded towards her bag saying have you been treating yourself? The old dear explained to my partner that since she lost her husband she goes out most days with her bus pass she said was a lifeline to her,she didn't spend any money,But she came out of the house to travel to shops to keep warm! She said she couldn't afford to keep her heating on,and on days she never ventured out she just stayed in bed tucked up and cosy,My partner finished her coffee wished her all the best and came away in tears,The bus pass i think was literally a lifeline for that and probably many other poorer pensioners,I thought what sort of society are we becoming?

...the sort of society that lets an over-opinionated IDS into a job that has control of peoples lives.People beg in the streets near me and I havent seen that since the last tory gov joe.
