Issues setting up a tiered '%' markdown sale / sale event

I'm trying to set up my usual monthly markdown sale, which now seems to be called a sale event.  I usually have several levels of discount e.g. 5%, 10%, 15%, 20% - but it will only allow me to have one tier and, once I select a percentage, the only option is to 'select items'.  I've tried adding one item, and then seeing if I can find a way around it to edit and another tier of discount, but it's just not working.  Is anyone else having the same issue?

Yes another massive own goal from the people at ebay , sick and tired of these pointless changes , i used to have multi level discounts now stuck with the one.

I know, it's one thing to make changes when you're actually improving things... but I can't see any reason to change something that was working perfectly fine AND make it less functional than it was before.  It's frustrating.
