CONSTANT rotating blue circle delay technical glitch

I have the most recent app.  Restarted my device , reinstalled. Cleared cache. Basically do all the trouble shooting.    Every time I list it takes forever to load & a blue circle. NEVER did this even on the older version Ebay gets worse. Not enjoyable to list at all. What I can't understand is how poor the app is for a billion dollar company ! Absolutely appalling.  . The browser is even slower ! I'm on Samsung 2021 S10 lite & everything's up to date !

Thank you for your post.

From what you have advised you have done all the trouble shooting steps. If you haven't already can you report this technical issue within the app itself. When in the app shake the phone and a pop with a blue button " report a technical problem " will appear. It helps to capture all the details to work on resolving for app updates.
