Sorry, we couldn't complete your request. Try again later. done the usual ccleaner /clear cookes cache etc turned off any adblockers and still it doest work which is a knightmare as theres several items that i wanted to review and buy but are now vanished ,Ebay you need to sort this .

2 days on still the same ,even using opera browser its the same and no response from ebay  the usual . 22 years using ebay and its not getting better its getting worse

Have you tried adding a Bank Card # to your Managed Payments setup in order to send and receive  payments?

This was reported to tech as other users were getting the same error message for offers. A ticket was opened for it and currently being worked on. I have added your account to it and once we get a further update on a fix I will post back.

Same issue here. I can see offers through messages but not at account summary page.
