After searching for fixes with no luck I have been playing around trying to find a solution, I seem to have found a solution which does seem to have worked, if other people have this 20% VAT issue I would advise you give this a try, go on the eBay website - go to manage active listings - click on manage all active listings - click on edit all listings - select all items and click on bulk edit click on VAT and click on remove and then apply, this seems to have resolved the issue for me.
anybody else who has some luck with this method please let the community know as this is a mood issue for a lot of sellers.
