If it is about the Neutral you received, you must deal with this via ebay messages so that they can look at messages if necessary...

You should give more details, problems are sorted using the resolution centre.

Ebay is not stopping emails, it is stopping Messages, but if you gave details we might be able to tell you why, and the proper way to resolve your problem. Ebay has no control over Emails only Messages which are sent through ebay.

eBay do place a limit on the number of messages sent.

If you are trying to exchange contact details for example,  before a purchase has been made,  they will restrict both your accounts.
