Guidance please for a new seller who has 'payment pending' in PayPal account. Should the item be sent before the pendin time is up?

You need to understand why it is Pending. If it is being Held for 21days then that is the Hold on Money of New Sellers. You won't get it released early by delaying posting.
Does Paypal Say to Post that is the important thing, not posting and you will have a buyer opening a case for a refund and possibly bad feedback..
