cancellation Pending

My buyer decided the item wasn't for him after all, so I cancelled the item, which the buyer said he would agree to. After 10 days he still hasn't done so. Does Ebay inform me when I can relist or does it stay  'Cancellation Pending' forever? What can I do after the 10 days have elapsed  to relist? Also, am I able to offer it to the second bidder or has that history disappeared with the cancellation?

You can close case after 10 days, then relist.

Thanks, the listing is now cancelled. I really want to offer the item to the 2nd bidder but don't know how to offer it to them specifically. Is there a way without starting the listing all over again?

Go to item in sold list, click more actions and select 2nd chance offer.
