A buyer cancelled an order for £110, but it still shows on my ebay paypal balace. Will i be charged 10% by ebay?
As John says, buyers can't cancel orders. When a buyer requests a cancellation, you as the seller have to do it (from the dropdown beside the transaction). If you do it properly, and within 32 days of purchase, the buyer will be refunded automatically, and the selling fee will be credited back to your Ebay account.

Ebay and PayPal are completely separate companies, so, like pixie, I'm unsure what you mean by 'my eBay PayPal account'...? Ebay is a selling platform, and PayPal is a payment processor. You have a PayPal account on PayPal for receiving your buyers' payments, and an Ebay account which lists your Ebay fees, fee credits, and the fee payments you make.
If the buyer didn't pay, there will be no payment in your PayPal account, obviously. PayPal is a payment processor, so if no payment was made, the £110 never reached PayPal or your PayPal account. The buyer still has it.
If you're talking about your Ebay account, the Ebay transaction won't disappear because you cancelled it. The transaction took place, so it will remain in your sold section, but as a cancelled transaction. The selling fee is on your invoice in your Ebay account for the same reason, and will be cancelled out by the credit triggered by the cancellation. Two financial transactions have taken place, a debit and a credit, so both have to be logged. This is basic accounting practice.

how did you process the cancellation?
if you do it correctly you get a fee credit from ebay,
do it the wrong way and you still have to pay the fees
You can see for yourself, look at your account!
Buyers cannot cancel, they can request you to cancel and that is what you must do to get the selling fee refunded. Just look in MORE ACTIONS > Cancel and select Buyers Request.
Selling Fees are due the moment an item sells, it is up to you to deal with any cancellation requests or non payers to get the fee refunded. There is only a limited time to do this so do it NOW.
