Why can't I set returns policy to 'not accepted'

Because you're registered as a business seller.

With a business account, you can't change the returns policy on a listing by listing basis. When your profile states that you're selling on a business account buyers are entitled to the legal protection this provides, including the right to return items for internet sales, and compliance with the relevant statutory consumer protection.

If you wish to sell your own personal possessions as a private seller, you can open a second account and have a no returns policy if you wish. You will need a different email address, but both accounts can share the same paypal account.

Your listing for the oil filter states delivery by Hermes, yet you say collection only.. Which is it.

I would also question your selling a boiler service.

As @pixiesen2012  says - so you can - I think - have another account for private sales.

It is - however - an option for private sellers to accept returns.  Why would you not - you want happy buyers?

The reason I say that is that if you do not accept returns [where the buyer pays the postage] he may simply invent a fault or damage [trivial or even non existent even] so that you will be stuffed with paying the postage to return.

As said as a Business Seller you have to accept returns for any reason. The only difference is that the reason for return determines who pays the return postage.

because you are a registered business and you have to accept returns, it's the law
