No the seller is not good , but you do not have to inform your bank for this.
Unfortunately, you have gone over eBay's 30 day Money Back Guarantee period, you would have received a full refund and quickly by opening a case with them , for item not received.
Now, open a case with Paypal for item not received, and escalate after 2 days and before 20 for a refund.
