Hello if a buyer would like to return an item as the item is to small when she returns do I as seller have to pay for return postage cost?

Only if it's too small because you described incorrectly and the buyer has used that as the reason for the return.

I sold as size 10 as the labels stated on the clothes I enclosed photos of labels when listed. These were my daughters one was new and one was worn once my daughter is a size 10 & they fitted her. She was only selling due to not liking them. The buyer said they were to small for her and the size wasn’t a true size 10 so I don’t think I mislead the buyer.
