I have put an item on with a reserve but if it don’t reach the reserve will it give me the option to sell it to the highest bidder or would I have to delist the item again

In future, forget Reserves. They're an expensive option, and you pay for them whether your items sell or not. They're only a viable option for high-value and highly-desirable items. 

And forget adding a BIN to an auction - the BIN option disappears the second someone places a bid, but you still pay the 50p fee.

Just start your listings at the minimum price you're happy to accept.

You have chosen a very expensive way to sell. If unsold you are paying at least £2.50 in fees, if sold including Paypal Fees you will pay 17% to 18% in fees.

You would have done far better to start at £50 or £60 then if it sold no fees at all.

You can use the Second Chance Offer link (via More Actions, far right of item on your unsold list) to offer to the highest bidder at their highest bid price.
