I recieved a bid from a USA member. My listing says I only post to the UK.
I suggested they might wish to retract the bid. They said ok. If they do not can I block the bid
as I do not post outside the UK mainland. Thanks.

You're in the global shipping programme so you would not post the item outside of the UK, you would post it to the GSP hub in Lichfield and ebay send it overseas.
The buyer cannot retract their bid, if they tried they would be given a short menu of reasons as to why they are cancelling their bid and this is not one of them so they would have to lie.
