Can sellers opt out of the managed payments scheme? I don`t like Paypal but I prefer receiving all my payments through Paypal. because it`s better the devil you know. E-Bay ain`t gonna give the seller a better deal. Why all this interference? I don`t want E-Bay to manage my payments. I want to carry on with the current system.

No, you can't opt out of managed payments, at some point all sellers business and private will be moved over to it.

They separated years ago and ever since then ebay has been working on bringing in it's own payment system and this is it.
There is one way to opt out of managed payments and that is to opt out of selling on ebay.
I'm not sure why you're asking all these questions. Ebay has provided full information on Managed Payments. You can find it in the Seller Centre, and in the Help pages with their integral search. It tells you exactly how it works.
I was switched onto it a while ago, and it works very smoothly. You will only see complaints about it mainly from those who haven't bothered to properly read and follow clear instructions. But that's always the way, isn't it. It's always someone else's fault, never theirs!
If once you've done your homework you decide MP won't work for you, don't use it. Simply sell your stuff elsewhere. No point in moaning about it - Ebay is a business that sells a service, not a charitable organisation here for your convenience. You either buy the service they offer, or you don't.
