you need to go through the resolution process for the following reasons

1. you get your final value fees refunded

2. the non payer gets a strike

3. the non payer will not be able to leave feedback

4. the non payer won't be able to pay (this can happen and you end up with two buyers if you relist before closing down the first sale)

If the buyer does not pay you have to make eBay aware to get a refund of the fee.

You have two options:

If you are on good terms with your buyer you can send them a Cancellation request.

https://www.ebay.co.uk/help/selling/getting-paid/cancel-transaction?id=4136&st=12&pos=2&query=Cancel...

Your buyer can decline the request, leave negative feedback and you do not get a refund of your selling fees.

Or you can complete an Unpaid Item case in the Resolution Centre:

http://resolutioncentre.ebay.co.uk/

If you do that your selling fee will be refunded.

More than that though the buyer will be given a defect (policy violation) on their account.

If they do not pay another seller in the next 12 months and that seller completes another UPI case, that will restrict the buyers buying activity severely as sellers can block buyers with two black marks on their account in 12 months.

No feedback can be left.

Add the member to your BBL by eBay identity and email address if you have it.

No of course not. Do you like paying Selling Fees ? Buyer could leave you negative feedback is that what you want.

You complete an Unpaid Case and on closing you get your selling fee refunded and buyer gets an unpaid strike. THEN you can refund.  Buyer can no longer pay or Leave Feedback.

Add to Blocked Bidders List and set buyer preferences to Block Bidders with 2 or More Unpaid Strikes.
