I provided tracking - the buyer is claiming not to have received the item! How do I contact Ebay?

I provided tracking information which shows the item delivered.  The buyer is claiming not to have received it.  Ebay resolution centre has refunded the payment to the buyer even though I entered tracking details.  How do I contact Ebay and appeal the decision.  When researching an appeal, the instruction is to CALL EBAY - HOW?!!

Did you load tracking when marking as dispatched? That is the only sure way of winning, adding after a case has been opened does not always work.
