The police are not going to deal with a problem like yours.

As a new or infrequent seller your money would be on the 21 days hold but should have been released by now

Have you phoned paypal and asked them to release it.

Have you phoned ebay?.

what release documents?

New and returning sellers are subject to a hold on the payments but the payment goes directly to your paypal account and shows as held/pending.

https://www.ebay.co.uk/help/selling/getting-paid/getting-paid-items-youve-sold/pending-payments?id=4...

the money goes to the email address that auto filled the payment field when you created the listing,

if you use a different email address for paypal you have to change it when creating the listing

click on 'sell similar' to see what email address is in the payment field

then if it is an email account you can still use, log into your paypal account and add it to your profile,

you will need to confirm the email address and the money will appear

if it is an address you can no longer access you need to apologise to the buyers and ask them to cancel the payment through their paypal account

then you can send them an invoice from your paypal account

No, never.

You've provided no useful information of any kind, so read on to see if anything I say is of help:

The way to get funds released if they've been on a 21-day security hold (applied to all new and infrequent sellers, to protect both parties) is with tracking proving delivery (which will get it released sooner) or with no case opened by the buyer within those 21 days if there is no tracking proving delivery.

If the buyer opened a case for some reason, the payment would have been put on hold even if no 21-day hold had previously been in place.  The only ways to get a payment released under these circumstances are by refunding the buyer in full through the opened case, or by the buyer closing the case as resolved in order to release the funds back to the seller, or by providing tracking proving delivery to the address supplied at checkout.

So I have no idea what you mean by 'release documents', or how they could in any way be useful.  Ebay's and PayPal's systems are fully automated, so you have to use the tools they supply, and use them as instructed.
