Hello am not sure what to do next. Second chance offer did not see the offer, he still wishes to buy, he lives in the States, I cant offer him a second chance. How do I enable him to buy?

Don't you realise that the selling fee (10%) is charged as soon as an item sells. Before doing anything to sell again incurring another 10% fee, you have to close off the first sale to recover the fee.

Until you do that the original buyer can still pay, knowing you could not complete the sale, and if they saw that you had sold again they could even pay to cost you a lot of money.

Thankyou John 1297576, I think I did not make myself clear, the case was closed by Ebay, then I listed second chance offer to the next highest bidder, he did not see the offer and the time ran out. I now know that I have to relist.

you will have to complete a non payment case against the original buyer and then relist the item for the other person to buy
