A customer has asked for a VAT receipt for something they bought off of me. How do I create one of these? Please note - I am not a business seller.

This is one of the problems of trading on ebay as a private seller when you have some many brand new items listed which appears to make you a unregistered business seller. 

Your buyer may well think he has bought from a vat registered business

With all those new items you are selling, ebay won't agree with you.

You simply cannot.  Only VAT registered sellers can issue them and then only to VAT registered buyers

only business sellers who are VAT registered can provide a VAT invoice,

private sellers don't charge VAT, so can't provide a VAT invoice.
