yes you can,
you have to chooose UK only postage and set your bidder requirements to block bids from countries you don't post to:-

you also need to make sure you are opted out of the Global Shipping program

Normally this is true, except that it hasn't worked correctly since at least June and no amount of reporting the issue to eBay will have them fix it.
We sell something to someone in a country in the blocked shipping locations list nearly everyday and have to notice it and cancel it, then loose the Paypal fees when we do cancel it as they are no longer refunded from cancelled sales. Otherwise the item sent to a country we don't ship to which miraculously doesn't arrive (the reason we don't ship there), then we loose out with the inevitable INR and providing a full refund. So we loose out a little or loose out a lot, but eBay DON'T care as it is not their money that is getting lost...
So yes, normally you can choose to block the countries you don't ship to and maybe $billion company with $10 budget will fix it at some point, but don't hold your breath.
You should be able to choose domestic shipping only on a listing level, rather than using the account level block from the account preferences.
Then omit any international postage options from any listing.
Then also remember to opt out of the GSP Global Shipping Program too or otherwise I think you are almost certainly opted in to that unless you specifically opt out.
Years ago when I first started selling I chose UK Only, but eventually realised that it cuts out the Billions of people in other Countries. I then tried by adding Europe and the Worldwide,but blocking the obvious trouble spots like Africa and most of the Middle East.
There are many good buyers out there, particularly when buyers in the UK are keeping their hands in their pockets.
