Buyer claims package was empty.

 Item sent by Royal Mail. Received a message from the buyer today as follows:

"My package came today and it was empty there was no perfume inside so you need to send me a new on ASAP".

Our team member who does the packing does not send out empty packages and I am sure Royal Mail staff would not steal it. So I am somewhat doubtful.

What is ebay policy on this type of thing?

Is there any way you can provide some proof of the weight of the parcel sent from the carrier used. A one off item with proof of purchase from Royal mail would give a proof of postage with the weight of the parcel, which would prove it is not an empty box. Maybe the carrier keeps the same records on items sent.

We send all our items in bulk through Royal Mail so I highly doubt we will have a receipt showing the item weight but I will ask the dispatch team member...
