I believe the Buyer Protection is being rolled out a little slower for all items than the original announcement of 4th Feb.
It's being applied to electrical items first, but here seemingly, not to All electrical items??

There are people already saying their payments are subject to the new hold, in all categories, so maybe it's also a phased rollout.

Yes, I had a sale on Tuesday (04 Feb), low value not electrical item. I expected the "delivery + 2 days" payment condition to apply but the funds were available by midnight the same day. Who knows what's happening when, just pleased to make the sale and get the funds quickly.

It looks like the Buyer Protection fee is being added to electronic items first, the date for all items for Private Sellers to have this added seems to be flexible , not an exact date announced!

The payment system is not being delayed in the same way that the BPF is.
Ebay are implementing each separately.

Yes but this wasn't the "Buyers Fee" it was the new "Payment Terms". eBay have been referring to them as separate things. Notification block on many pages on my account still say new payment terms apply from 4th Feb. I don't think the announce about the Buyer Fee only applying to electricals made any mention of the payment terms for non-electrical items being delayed. Probably just typical poor communications from eBay not being entirely clear on what they doing and just causing more confusion than they clear up with the announcements.

The payment policy appears to have changed to the default 14 days unless delivery is confirmed eg tracking in which case funds will be released 2 days after, it has appeared on my partners account this morning for an item that was sold last night.
Starting from 4 (ish) February, UK-based private sellers will also be paid after item delivery. Funds will typically be available in your eBay balance two calendar days after delivery confirmation. Pending funds can also be used to buy postage labels and refund buyers.

not on the two sales i made yesterday, i withdrew that before i even left for the post office to post the parcels. Seems to me like E Bay have not got a clue themselves what they are doing. I notice the new conditions for used clothing items has been put back now!!
