Unable to list genuine item because eBay has decided it thinks its counterfeit

We are trying to sell off some old stock from brands we no longer deal with and were attempting to list a box quantity of sample perfume vials from a brand called Acqua di Genova. These are all genuine items that we got directly from the manufacturer so we have no idea on what grounds eBay has decided these might be counterfeit.  Moreover these are 2ml sample sizes!! 

Does anyone have any idea what criteria might be incorrectly flagging these as a copyright violation or as counterfient when neither are the case?

It's in their cosmetics and perfume policy:

This can also happen when when a private seller tries to list stock of brand new items..
