I am currently under verification and eBay said I need to wait for all my sold items to be delivered so that they can proceed the process. However, the order was untracked and eBay said they can confirm the item as delivered through the chat between me and the buyer. So I approach the buyer and ask whether the item was delivered (I know most people ask not to do it), but the buyer didn't reponse to my message. Is there anything I can do right now, like just offer a refund as it is just a 4 pounds thing.

Why would you offer a refund? The buyer will telly you if it hasn't arrived. Refunding without him asking could look like an admission that you never sent it in the first place.
Can you ask eBay how long they will give it for proof of receipt? There is nothing more you can do, so you just need to hope eBay will consider it delivered after, say, 30 days.

Agree, with the statement above, you simply have to let it play out. It happens to a lot of us when we first start selling. And yes, contacting the buyer is never a good idea, it lets them know you have no way to tell whether an item was delivered and is asking for trouble. Offering a refund, especially when you have so few sales transactions , will also not help you at all. You just have to keep selling items and any money from sales will be completely safe in your ebay balance, until cleared.

eBay said it will take 30 days since the purchase. I am just figuring if there are other alternatives so that I don't have to wait such a long time...

There is no point in refunding, the refund will come from your account and you will still have to wait for the buyers payment to clear before you receive it
All new and infrequent sellers are subject to payment holds until a good selling record is established when you may get payments in 24 hours
