Postage policy edit page broken by dialog popups

Is there a better bug report channel?
I can't seem to get the postage policy page to work properly.

Steps to reproduce:

- open the page to edit a policy

- select one of the dialog popup items (eg "Posts to", which opens a list of regions)

- select any of the options in the dialog, or attempt to navigate out of the pop up;

- the pop up closes, with selection not saved;

- the page is not navigable by mouse (keyboard navigation works but doesn't actually let you open the dialog popup again).

Same behaviour in all Chromium browsers I tried, with or without extensions

Simple Delivery over rides Postage Policies

Does that override international postage too? Even if so, surely there has to be some feedback loop as opposed to an invisible popup blocking page navigation

What happens if you open the link below, scroll down to Postage Settings, select International or Domestic (depending what you want to change), make your changes then click Edit then scroll down and click on the Save button?

This must be the older page design, but that naturally works - as it opens a new page instead of a popup modal. Sadly it doesn't have the functionality to edit postage policies (and explicitly directs me to the same broken policies page)
