Unable to send any invoices. On the 25th February Marco at eBay wrote in reply to another thread on the subject:

Surely they've had enough time to get this sorted out. It's a major inconvenience to sellers.

I'm pessimistic that it will ever be sorted out ☹️
You can disregard whatever ebay CS have said on the subject; they have very little knowledge and read from a script that is often wrong. (Occasionally the more inventive staff at CS go wildly off-script and just make stuff up!)
I don't even think the more intelligent ebay employees that poke their heads in here from time to time (like Marco, Kat and Dave) really know what's going on. All they can basically say is they'll 'report back'....
But somebody on here, a couple of weeks ago, contacted ebay representatives on Twitter and got a very dispiriting answer. The ebay rep said something along the lines of :
"Yeah, this function isn't compatible with the new system, so this is how it's going to be from now on."

That's completely nonsensical!! How do they expect buyers to have their purchases combined into one P&P?? I have had to ask my buyers to pay in full and then refund them which is crazy and not a great look for a seller.
There's no justification for it, new system or not.
Everyone - keep complaining till they take notice.
