Yes, and they're really tedious. Do make sure that they get a non-payment strike though:
After 4 days you can cancel and select the reason as 'buyer didn't pay’ (eBay works in 24hr cycles so the option won’t be available until 4 x 24hrs have passed). There’s a link on this eBay page:
You'll get a credit for your eBay final value fees. The non-payer can't leave feedback and gets a non-payment strike against their account, which sticks to it for a year.
Don't be tempted to leave feedback for a non-payer - it can only be positive and will enable them to remove the strike they receive.
Set your Buyer Requirements to block bidders with two or more non-payment strikes in the last 12 months and add them to your Blocked Buyer List with this link:

Good, that should at least head a few of them off at the pass.

I would imagine these instances of none payment will rise - ebay have attempted to open the flood gates of un vetted members, placing the burden of control onto paying sellers.
The 4 days maximum wait for a buyer is the most restricting 'system' ebay have created - buying marginal items which requires combined postages to make them viable have now been swept away by a none thought through ebay change.
Fortunately most sellers now operate on more than one platform, which do facilitate longer periods to build up orders, and improve viability.
