Non-paying bidders with zero feedback from Saudi Arabia, Kuwait, Qatar etc
I have had to relist one item that 4-5 entities have bid up to ridiculous levels.
I have RELISTED the item and blocked ALL bidders from the Middle East, and it's happened again. I have cancelled their bid and added yet another, ZERO FEEDBACK bidder to my blocked bidders list.
Why is allowing these criminals to bid when I have blocked the ENTIRE Middle East from bidding. I never sell into the region anyway so I no sales lost.
I think ebay has decided to ignore areas that I have excluded. So it means cancelling bids and adding to my blocked bidders list which is a waste of my time.
Ebay needs to pull its collective thumbs out of their backside and sort this problem out once and for all.

Your adverts are still showing you post to Kuwait, Saudi Arabia.
The reason is, you need to exclude these countries in two sections 'Asia' & the 'Middle East'. By only excluding in one section it still allows Bidders/Buyers to Bid/Buy your items.

Adding to the advice already given -
t does not help leaving false positives announcing non-payment [serious feedback violation], better to hit them with an unpaid strike.

Block any countries or regions that you don't want to ship to here:

Set your Buyer Requirements with this page, tick the box that says 'Block buyers whose primary delivery address is in a location I don't post to, then the box that says 'Apply above settings to active and future listings', then click on the tiny Submit link, bottom left of this page:

Once you've done that, if there's no postage price and method to their country, it blocks bidders.
This will only be applied to any fixed price Buy It Now listings you have up and running, it will not be applied to Auction style listings that are currently live, only to future ones.

This is still happening. I have cancelled bids and blocked the bidders from bidding again. The accounts doing this are only a day or two old, and they are ALL based in the middle east.

I am wondering if these bidders are using a UK forwarding company.
I only sell to the UK BUT saying that if the buyer is abroad and using a UK address for a forwarding/shipping company it allows them to bid on my items. I recently had a sale to someone in Ajerbaijan who uses a forwarding company to get round my buyer requirements.

Are these auction style listings? If so, the blocks won't apply to existing listings.

I do occasionally sell to Middle East countries and in every instance I can recall they have used a forwarding company for onward shipment from the UK, even for large letter size deliveries. In saying that I have also never had an issue with any sales to the Middle East.
As others above have stated, I believe they are not using deceit to get around your blocks but using a forwarding agent with a UK address. Would the item you are selling have a particular attraction to Middle East buyers. Also bear in mind there are a lot of ex-pats living and working in these countries.
You can always let an auction run its course and if you still feel unhappy when you have the buyer's details cancel the transaction using "problem with the buyer's address".

Did you set those blocks before listing this auction?
Only because, as I mentioned earlier a couple of times, the blocks won't be applied to existing auction style listings. That auction looks like it may have been running before you came here and asked about this.

I think I have cancel 10-12 bidders now. It seems strange that this item is so desirable in the Middle East, but nowhere else?

I have spoken to ebay and they were completely useless.
First ebay person wanted me to report the non-paying buyer but there is no
option to do this.
Then they asked me to change my ebay BUYER requirements for a setting that
was LESS stringent than one I currently had. Basics they want to say for
the voice recording that everything was fixed and I was happy when neither
was true.

its a duck shoot what quality of agent you get
most give you the feeling they are just accessing info thats avalible in help and your getting it parrot style .
This is a buisness it needs to get this together .
Ive had very helpfull fixed the problem
very helpful but left the company and the files not passed on
very helpful but a little aggressive (as they were right) and then pulled a classic call centre trick of saying you returned a call and you didnt CASE CLOSED .
You expect it from the gas company cos there rubbish full of jonny no stars , but come on its a platform all is on the computer nothing you have at home its a virtual interaction .
If the site is interested it can track every key stroke you make on the site so .
due to this Why are problems problems ? that dont get fixed ?
they can see whats happening and what you are doing
either you are doing something wrong in the way you are using
or the sites not working
what else can problems be ?

Could it be the Global Shipping Programme (GSP) is active?
Your postage details say you’ll ship abroad via the GSP.
On the link *vyolla* gave https://www.ebay.co.uk/ship/prf if it says “Enrolled” against the Global Shipping Programme, you’ll need to disable it by editing it (click on the blue ‘Edit’ link at the right) and check it then says 'Not Enrolled' after editing.

I have found with any middle east country, UAE being the worst. Claim that the item has not arrived.
