I post an item to a seller last Saturday 8th February the tracking never was scanned the buyer had the goods on the 13th February I asked to leave feedback to say have item. I waited for ebay to call me. I had a call from a guy in Germany, so he had no idea about how Royal Mail works, he did not listen to me and told me feedback does not matter I wont get paid for 40 days, I ended up so angry with his comments that he then put the phone down on me. The buyer has the goods but as Royal mail did not scanned the signed for I have to wait for 40 days, this is extremely poor service by also people from ebay who have no idea how the post works here in the UK

I'm sorry that you received the wrong information from the Customer Service agent.
Under the new payout system introduced this month, item with tracking showing delivery, the payout will be released 2 days after that delivery date.
Items with no tracking showing delivery, payouts held for 14 days.
Items under the value of £10 do not require tracking and payouts here, can be released sooner, if a buyer leaves feedback. The feedback rule does not apply to items over the value of £10.
If you are a new or returning seller, payouts can have an initial hold of 21 days.

You should get fund made available 14 days past the last estimated delivery day when no scan available, you will wait longer if you account was dormant and started selling again. Cant check that.
Item under £10 will in the near future not require a scan and funds released on feedback but like i said that's not active yet.
Get a call back again first thing in the morning better chance of getting Dublin who will explain things clearer to you.

My item was sent by 2nd class signed for with a tracking number. The fact that the item has been received but was never scanned by Royal Mail. Therefore unless Royal Mail go back collect the parcel and scan it I will not be paid.

I have also had issues with an item delivered myself as the guy paid before I was unable to put collection etc I have to wait 30 days for the funds. this change of rules is a disgrace. I have had an account for 21 years. So get this if the item is not tracked but positive feedback left and they have the goods you cannot be paid, what is my money. Also it an item does not get tracked you cannot get paid either even though the goods are in the buyers home

You will be paid.
I think you perhaps misheard the CS agent telling you this would be 14 days after the sale (which is correct for a parcel that has not been scanned on delivery) as ‘40 days’.

FOURTEEN, not Forty
You get paid after 14 days where you have no proof the item was delivered (and the buyer has not opened a case).

Maybe he isn't very good at his numbers in English and got mixed up between 14 and 40
The time length your payment will be held is 14 days not 40
You will be paid two weeks after you sold the item if the tracking does not show delivery and the buyer doesn't open a case

Don't worry i have started getting payments from items sent tracked a few days ago without feedback and i presume the buyer has received them. It's all automatic they allow about 3 days for delivery then 2 days after put the money in our available balance. My untracked i am waiting 14 days

Any idea why we have to wait two days after delivery confirmations? When before it was paid on sale immediately. What’s supposed to happen in those two days

Only ebay know that and they have not said.

Item scanned get funds 2 days later
Item tracked but not scanned get paid 14 days later ( as no tracking/scanning they use estimated delivery date as the delivery day so 14 days after that)
Untracked/unscanned can be longer if buyer reports a problem.
New or recently active accounts can be 21 days unless notified different
Think I've got that right

for goodness sake, of course you will get paid, try reading what others are telling you. IF NO TRACKING then you will get paid 14 days later.

To give the buyer time to examine the item and open a case if they are unhappy with the item

It's working!
I have seen three business sellers on private accounts FINALLY change their accounts to business accounts in the last three days as they didn't like the Buyer Protection Fee
Suddenly, now fees are imposed, they are a lot less resistant to changing their account to trade properly
