I listed an item and made it clear that a prospective buyer should view before "clicking BUY."
I also stated Monday to Thursday, viewing and collection.
The guy clicked BUY and refused to view, then hassled me, expecting me to agree to him sending a man to collect on a Saturday.
This guy DID NOT PAY anything and i refused his request. He was then was able to give me a very nasty Negative Feedback.
I can't understand how someone who messed me around, didn't comply with my conditions of sale and never paid anything was able to leave Feedback ?
Surely this is a violation of ebay rules ?
What can I do to rectify this ? I have made two requests for removal via ebay, neither has received a response.

In order not to be able to leave feedback a buyer has to have the purchase cancelled by the seller using the 'non payment' reason.
Did you cancel for non payment?

You ask - “Is this a violation of ebay rules ?”
No, but, Asking for cash on collection, viewing before purchase, having your phone number in the listing, etc are violations of eBay rules.
The neg is too old to do anything about.

He may have been aware that eBay don't allow viewing (unless it's a car), and that payment has to be made before contact details can be exchanged to arrange collection.

Again, as people have said, viewings before purchase on the platform are not allowed anyway. This is in order to combat fee avoidance. What is to stop someone coming round and making a cash offer on an item they saw for sale on eBay, and just cutting eBay out of the process. I am not saying this was the sellers intention, just that it isn't allowed. The safety of the seller is a further factor, as there have been cases reported on the forums of buyers turning up and getting hostile with the seller, for various reasons.
The negative feedback thing has always been a strange loophole. Yes, buyers should be allowed to state a seller has pulled out of a sale and the seller to counter why. On the auction side, the price it sold for was too low, is a frequent reason given for cancellation. But there have been cases where the buyer themselves has requested a cancellation through the proper channel, them left a negative feedback.
