The only thing you can do if you are non-compliant is block sales to EU and Northern Ireland

Block any countries or regions that you don't want to ship to here:
https://www.ebay.co.uk/ship/prf
Set your Buyer Requirements with this page, tick the box that says 'Block buyers whose primary delivery address is in a location I don't post to, then the box that says 'Apply above settings to active and future listings', then click on the tiny Submit link, bottom left of this page:
https://offer.ebay.co.uk/ws/eBayISAPI.dll?BuyerBlockPreferences
Once you've done that, if there's no postage price and method to their country, it blocks bidders.
This will only be applied to any fixed price Buy It Now listings you have up and running, it will not be applied to Auction style listings that are currently live, only to future ones.
NI is included because of the Northern Ireland Protocol.

Northern Ireland has to be treated like it IS in the EU due to the NI protocol.
If you don't comply with GPSR you will have to block sales to NI too as those must also comply

GPSR is appliable on UK Businesses sales to EU and Northern Ireland.
As the other Member stated, you need to exclude EU Countries and Northern Ireland if your Business Adverts are non-compliant. You need to see if it is cost effective as each Item's Category has a charge.
I sure eBay will inform eBay Members of how they will handle non-compliant listings.
Also, you need to look at EU Regulations regarding packaging, you may need to be Registered with different Countries (this can be found in your Account's Business Information section)

If a Business Account has EU & Northern Ireland postage removed, then there would be no reason to remove listings for GPSR.
I have done this myself today.
