eBay will be accepting feedback left by the buyer as proof of delivery and hence releasing payout for that item sooner, but this is only for items of the value of £10 or less.
This feedback rule, will be in force at the end of February.
All other items, tracking is needed to show delivery for release of that payout 2 days after said delivery date.

I estimate around 80% of people I have sold to bother to leave any feedback so I hope it isn't being used solely as evidence of delivery and thus sellers getting paid ! Along with the inefficiency of Royal Mail's tracking updates, getting paid is I think going to become more and more difficult.

The feedback rule is only for items under the value of £10, this coming in, at the end of February.
All other items tracking is needed to show delivery for an early release of the payout , otherwise it's a 14 day hold.
Yep, a lot relies on that tracking being scanned correctly, added correctly, no one can admit it's all looking ideal!

You will get your money in these circumstances but you have to wait 14 days past the last estimated. delivery day .
