I may have answered my own questions ,but nevertheless here goes.
After the 16th Oct if I buy an item off eBay using some of the accumulated funds in my account then should I have a problem with my purchase am I correct in thinking that I will not be able to invoke a Section 75 Chargeback? As the item will not have been funded with a credit card.
Surely for that reason alone then I would be safer and better off transferring all accumulated money before making a purchase?

It's never been possible to issue a Section 75 for an eBay item unless you use PayPal Credit to fund the payment. This is because the payment routes through eBay's Managed Payments or PayPal, not direct to the seller.
You can still issue a chargeback if you fund the payment via debit or credit card - if you pay for something with your eBay Balance you obviously can't.

I will add, I think that if you're buying a top dollar item or perhaps an electrical item then yes, it would be worth selecting to pay with a debit or credit card at eBay checkout instead of selecting to use funds from your eBay Balance. That will get you 120 days buyer protection instead of eBay's 30 under their MBG.
I've no idea if eBay Balance will work the same as PayPal used to - funds will be used as default unless you transfer them out to your bank account. I'd hope not, and that buyers would have the option of selecting their preferred payment method at checkout.

It would seem counter productive having previously offered new and different ways to pay (and making a big deal about it when they introduced eBay managed payments) to then dictate which payment method you have to use. As long as you have a choice and check it each time you purchase something then you can select the payment method you want.
I always pay with a CC as I get cashback and it gives me extra protection if something should go wrong.

I'd say that generally any sensible seller/buyer should do as they did in the old PayPay days;
Never, ever, leave a penny in 'their' account for any longer than you need to.
