I am selling an item that has reached it's reserve, it has a 'but it now' offer and is on auction.
I would like to accept the offer made that qualifies for the reserve. Although it's understandable the 'buy it now' offer. Do I have to wait for the auction to end or do I have to face penalties by ending the auction early to accept the reserve?
Can I accept an offer once the reserve has been met

The 2 highest bids have been retracted now and it is back below the reserve,it's possible the bids were only placed to find out the other bidders maximum bid or your reserve.

I am going to offer a couple of bits of advice as you seem to be a fairly new seller.
Most sellers don't use a reserve. Better to start at the price you are willing to sell for. There are reserve fees of 4% of the reserve price, so on £220, this would be £8.80p. This is not refundable, you will have to pay it even if the phone doesn't sell and if you relist the phone with a reserve, you will have to pay it again.
Two bidders have retracted their bids. I can't see who they are but you can. One has 123 feedback and one has 192.
Personally, I would add both bidders to my blocked list. I think (not everyone will agree, I'm sure) that anybody who retracts a bid is messing me about. If I block them, they won't mess me about again.

If its a phone this has sounded warning klaxons for me
I expect you will get sent a VERY convincing "payment notification" email that will appear to show the buyer has paid. But do not be fooled! It's a scam, they have not paid, and are trying to get you to send the phone before you realise no payment has been made.
DO NOT give anyone your Paypal or any other email address or they will try to scam you. If they ask for this, block them immediately.
