Help identifying Chelsea or Chelsea copy

Hi,  I'm looking for help identifying the maker of these and possible value. 

From googling I can see it's a Chelsea design and has the Chelsea gold anchor mark, but is probably a copy by another manufacturer like Samson of Paris.  However the Samson plate I can find online with this design is slightly different, and I can't find any  pictures of marks by these manufacturers with the number stamps on them.

This is definitely a copy, not Samson, since this is a modern piece. It may even be Chinese.
