Error Message trying to invoice combined postage

I am trying to send an invoice with combined postage - each time it say there is and error please try again later 

I have cleared browsing history , restarted laptop , tried from another device , edit global shipping , updated address and changed payment management , been on the automated chat which was no help !,but still get the same message !!!!! any have any advice ?

Combining postage is broken with no fix date yet

eBay suggest the buyer pays full price and seller issues a part refund
