Not necessarily. It just means Standard (delivery time), rather than Express.
It could be either RM or Evri.

Disable evri in your postage settings and you shouldn’t get it

I think they were talking as a buyer, not a seller.

I still have no choice in the matter. I am talking as a buyer.

I’m with you. After having terrible non existent service from Evri I won’t buy from a seller if they’re using them. I did contact a seller who was using Evri & they told me they’re using RM. Worth asking the question to any seller.

I now contact the seller if I am bidding on an item and ask if it can be sent by Royal Mail. It sometimes works and they answer. Sometimes they just don't answer.

A few times they say they had no choice, like this one:

".... the shipping method is automatically matched by the system." (That one was a backpack.) Another said:

"... I did not have the option to change the shipping company after the item was sold. Because ebay automatically changed to evri.." (graphics card)............

So, I am assuming that "Standard tracked delivery" does mean the infamous EVRI

Sellers can opt out of Evri or Royal Mail if they wish.  If they leave both enabled then eBay will select whichever it considers to be the most suitable option.

Stsndard delivery can be either Evri Standard or Royal Mail Tracked 48.  Express delivery is either Evri Next Day or Royal Mail Tracked 24.
