Bought an item that said it can be shipped, but cannot pay because ebay says the item cannot be sent

So I just won an auction that I though can be shipped to my location, I remember reading a message that said it can be sent in the postage. I don't remember what it said exactly but I bid for the item and won.

On the ebay payment page it says to change my address or contact the seller.

I contacted the seller who said they can ship to my address but cannot change anything about the listing.

How can I pay for my item?

Ask the seller to put your ID on their exemption list which will lift any blocks.   They'll find it on their My eBay at Site Map at the very bottom of the page.   Scroll down past the categories to Sell > Selling Activities > Manage Bidders.

I sent your message to the seller and waited for them to reply to me.

They did today saying they had no success...

I don't have anything more to go off on why this isn't working.
