Alongside Format >> Auction there's a down arrow clicking on that should bring up the option to select Buy it Now.
Which device or browser are you using? Might be worth clearing cache and cookies and if not using now, switch if you can to a PC / laptop, use Chrome it works best on eBay, see if that works.

That's most bizarre, I have just tried a test run for listing a Buy it Now I'm on a laptop using Chrome no issues.
The app does throw up weird glitches, use if you can a laptop / PC clear cache and use Chrome, hope that helps.

I'm using a desktop & Firefox...
The other thing to check <which is easily missed with this new design> is the 'see pricing options' - all the way to the right hand side of the page in line with 'Pricing... make sure to have Buy it now clicked.
I would add a screenshot but that does not seem to be working
The only other way I can think of is if you already have an item running with a BIN you could try 'sell similar' & just alter it.

It's letting me add a pic now

I don't have this option.

I've had this problem of changing an item from Auction to BIN if I was using 'relisting' instead of what I usually use 'sell similar'.

When eBay starts playing Silly Buggers and the site starts glitching on you the best option is to find a way to use the glitch to your advantage. If you still haven't managed to find the option to set the listing up as a Buy It Now listing by the time you read this reply, just set the listing up using Auction format, setting the starting price as the price that you would have put as your Buy It Now price had you been able to set the listing up that way. Once that's done if you get a bid on the item you can either end the listing early to sell to the bidder for that price - ie: your Buy It Now price - or alternatively, you could choose to let the listing run until the end of the auction and see whether there are any other interested buyers who decide to place a bid for the item. Who knows - the item may even prove to be popular with potential buyers and draw quite a few bidders in. In such a scenario you could potentially end up with the item selling for quite a bit more than you would have sold it for had you been able to list it for sale using the Buy It Now format!
